Outline plans for setting up the organisation and procedures for audit and certification of trusted digital repositories

The Repository Audit and Certification working group (http://wiki.digitalrepositoryauditandcertification.org) has submitted drafts which is currently undergoing, will shortly be undergoing, review by ISO. The intention is to create an international certification process on the basis of these standards once they have completed the review process. During the review process, which is expected to be completed early in 2010, we plan to begin the process of setting up the organisation which will be the basis of the international certification process. In the medium term we expect, by analogy with other certification processes, a number of the national certification bodies to be created. These we expect will be coordinated by the international body. Self audits will naturally also have a role either as standalone checks or as precursors to an independent audit.

We believe that the membership of this international body should be based authors of the standards supplemented by internationally renowned experts in the field of digital preservation and digital repositories. A number of people have contacted already and more will be contacted over the course of the next three to four months

We believe that there will be sufficient demand so that in the medium to long-term this organisation will be self funding. However in the early stages it will be necessary to seek national and international funding in order to:

  • obtain appropriate legal advice about the formal constitution of the international body
  • facilitate the initial face to face meetings of this body in order to ensure a common understanding of the audit and certification process.
  • conduct initial audits of repositories, including time and travel for auditors to conduct the site visits for the audits
  • support small repositories in preparing for an audit and pursuing certification as a Trusted Digital Repository
Those bodies which are interested in pursuing certification of the archives which they fund may wish to be early adoptors and would request audits of their repositories; in due time we of course hope that all their repositories will be audited and certified.
